About TOPY
Ten Outstanding Penang Youth is a platform to recognize and celebrate young Penangites between the ages of 18 to 40 who have made significant contributions to the progress and welfare of the community, and have excelled in their respective fields of endeavor. We believe in recognizing and honoring the exceptional achievements of the youth in Penang, and inspiring others to strive for excellence. Our goal is to showcase the positive impact of young people in our community and to encourage them to continue making a difference.

GENERAL RULES
•Nominees must be between the ages of 18 and 40. A certified copy of the ID/Birth Certificate should be uploaded along with the nomination form to prove the age of the nominee.
•The nominee must be who either reside in Penang or are registered voters in Penang.
•Nominees need not be members of the organization, as long as they meet the previous two requirements and a Malaysia citizen.
•The nominee may not be a current hosted Local Organization Board of Director, JCI Malaysia National Board of Director. In addition, paid staff members will not be considered for the JCI program.
•The nominee must sign the declaration of nomination form and upload it attesting to all facts contained in the form and granting permission for publication of these facts. By circumstances, to attend the Award Ceremony to receive the award.
•All information must be contained on the official online form. Scrapbooks, audiotapes, etc. are not used in the judging process. If a candidate is selected as one of the ten outstanding honorees, will be automat.
•A good quality (300 dpi) head-and-shoulders photograph must be uploaded with the official nomination form.
•Each nominee may be nominated in only one category.
•Nomination form must be received by the set deadline. Nomination forms will only be accepted in ENGLISH.
•A person who passed away between the TOPY competition cannot be nominated for the this Award.
•Nominees must be willing to promote the ideals of TOPY for the year after winning the award.
•Up to ten top honorees will be selected from all nominations received, regardless of category entered.
•Each nominee must be entered in one (1) of the following ten (10) categories:
1.Business, economic and /or entrepreneurial accomplishment
2.Political, legal and/or governmental affairs
3.Academic leadership and/or accomplishment
4.Cultural achievement.
5.Moral and/or environmental leadership
6.Contribution to children, world peace and/or voluntary leadership
7.Scientific and/or technological development
8.Humanitarian and/or voluntary leadership
9.Personal improvement and/or accomplishment
10.Medical innovation
•All Nomination, Audit and Judging process shall be conducted through a designated platform assigned by JCI Butterworth City.
JUDGING
The judging is done in two phases with a screening process to establish a short list of 30 finalists. These finalists are submitted to a second judging panel, who then select 10 honorees. The selection process is rigorous and intense, as one more nominees are submitted for each category. The judges evaluate the finalists and rank the nominees, indicating their first, second and third preferences. The judges are asked to base their decisions on three general criteria:

i.How well the nominee exemplifies the principles articulated in the Youth Values.
ii.How the person’s achievement may have benefited his or her community, nation or the world.
iii.How the person’s achievement or leadership may have inspired others.
Based on the preferences of the judges a list of 10 honorees is drawn up and published as winners of the TOPY Award
